Hansard, attendance, and the quorum question nobody wants raised

Attendance in the Dewan Rakyat is recorded, but it is not published in a form that supports analysis. Divisions are.

Using division records across the current session, Putrajaya Insight reconstructed participation by sitting day and by hour.

The reconstruction shows a chamber that meets quorum requirements and rarely exceeds them by a comfortable margin during the afternoon sittings when most committee-stage debate occurs.

Participation is highest on days with ministerial statements and lowest during the committee stage of bills, which is when amendments are actually decided.

The pattern is not new and not confined to one bloc. It is consistent across parties and across the last three sessions for which records are comparable.

Members approached for this article offered variations of the same explanation: constituency obligations, committee schedules, and the absence of any consequence for absence.

Standing orders provide a mechanism for raising quorum. It has been invoked twice in the current session.
